Obusan's 25-member company, which makes its Cleveland debut tomorrow at the Palace Theater, opens its touring show with an interpretation of the Malakas and Maganda legend.

The introductory number features authentically costumed dancers accompanied by traditional music played on bamboo instruments. "The production is more informative than entertaining," said Obusan by phone from Santa Rosa, the second stop on the company's American debut tour. A woman balances a basket of wares for a feast and. men display "blankets of life" in "Ragragsakan," a tribal dance performed by the National Folk Ballet of the Philippines. "I have made five suites that show the uniqueness of the Filipinos." The unique quality of the carefully researched repertoire stems from the mix of cultures that influenced the history and development of the island nation.

Some Rock hall names Cleveland native for public relations By MICHAEL NORMAN Obusan 1 PLAIN DEALER MUSIC CRITIC CLEVELAND Another native Clevelander has returned home to take a top job at the Rock and Roll Hall of Fame and Museum. Robert W. Goodlow, who grew up in Glenville and graduated from Hawken School, has been named the rock hall's first manager of public relations. Goodlow, 40, comes to the rock hall from his job as director of media relations for the American Civil Liberties Union Foundation of Southern California in Los Angeles. He joined the rock hall staff Jan.

28. "This is an outstanding opportunity to be involved in a project that is of major significance to this community and to the world," Goodlow said. He is the third Cleveland native to join the rock hall staff in the past six months. The other hometown appointees are director Dennis Barrie, who took over the reigns of the rock hall Sept. 1, and curator James Henke, who started work Jan.

2. Goodlow will replace Howard Landau of Wyse Landau Public Relations as the rock hall's primary press liaison. Landau, who will continue as a consultant, has handled the rock hall's media work since the early days of the project in the late '80s. Goodlow attended Cleveland public schools from kindergarten to the eighth grade. After graduating from Hawken, he received a bachelor's degree in art history and architecture from Columbia University in New York.

Returning to Cleveland, he enrolled in a master's degree program in communicatons at Cleveland State University. He took a television production job at WUAB Channel 43 in 1982. While there, he won a fellowship from NBC to work in public relations at the network's local affiliate, WKYC Channel 3. He worked at WKYC until 1985, eventually moving into the news department, where he was an assignment editor and associate producer and did some on-air reporting. Goodlow moved to Bakersfield, in 1985 to take a job as the assignment editor for the NBC affiliate there.

He jumped to the independent KCOP TV in Los Angeles in 1986, then worked for three years as a media relations representative for Southern California Edison. His uncle, the Rev. Robert Lawrence Fuller, was pastor of Mt. Hermon Baptist Church in Cleveland for 55 years before his retirement last year. "One of my first goals is to build a bridge of understanding with people from throughout the Cleveland area who played such a significant role in bringing this museum to this city," said Goodlow of his job at the rock hall.

"But all Filipinos dance.

Filipinos are very musical. They have inborn talent." Obusan is a good example. He finished a degree in marine biology, then became an anthropologist. He is now artistic director of the Cultural Center of the Philippines. "I dance.

I sing. I teach," he said. "On tour, I am the technical director of the company. I take care of the costumes and the lights." Professions represented in the folkloric company include pilot, nurse and midwife. Obusan, who visited Cleveland with the Bayanihan Dance Company in the 1960s, guessed that the local Filipino community has its share of "danc- ing doctors and singing nurses." One of the most renowned professional dancers to come out of the Philippines is Maniya Barredo, prima ballerina of Atlanta Ballet and a guest artist with Cleveland Ballet.

"Maniya is splashed all over the papers now because she is making, farewell performances," said Obusan. "I think she is sick and tired of being really famous." Friendly rivals, Obusan and Barredo competed for one of the top national awards given to dancers in the Philippines. Barredo won in 1992. Obusan took the prize the following year. Both are in line to be named National Artist for Dance, a coveted honor given for public service.

To thank the tribal people who have helped him in his research, Obusan has established educational foundation. "It sends tribal children to school in their he said.
